APO, FPO & DPO Shipping: Military ZIP Codes & Restrictions

Military and diplomatic addresses use U.S. postal formats but carry their own addressing and content restrictions. They should never be treated as ordinary domestic ZIPs by a routing engine.

APO, FPO and DPO are U.S. postal addresses with special handling

APO (Army/Air Post Office), FPO (Fleet Post Office) and DPO (Diplomatic Post Office) addresses are handled through U.S. military or diplomatic postal systems. USPS requires the APO/FPO/DPO designation and the correct AA, AE or AP state code rather than a foreign city and country name.

USPS Postal Explorer identifies AA with ZIP3 340, AE with 090–098, and AP with 962–966. Those ZIP groups are useful recognition signals for a qualification system.

Correct addressing is part of eligibility

USPS states that military and diplomatic shipments need the recipient’s name, unit information and the appropriate APO/FPO/DPO address. The postal network also maintains ZIP-specific restrictions, so two military ZIPs can have different active conditions.

A shipping platform should therefore validate more than a five-digit pattern. It needs to recognize the military postal region and keep the service’s own availability rules separate from USPS content restrictions.

The logistics service can be stricter than USPS

A ZIP can be active in the USPS military network while a commercial China-origin service still refuses APO/FPO/DPO delivery. The reasons can include last-mile handoff, label compatibility, customs/data requirements, battery restrictions or the service’s own excluded-area policy.

ShipQualify represents this at the service layer. If a service publishes the military ZIP as unavailable, that service is Restricted. If the system lacks enough service-specific evidence, it remains Manual Review rather than guessing.

Contents can change the answer even after the ZIP is valid

Military-mail restrictions can vary by destination and content. USPS maintains an APO/FPO/DPO Restrictions Tool and Postal Bulletin tables because certain items or preparation methods can be restricted for specific ZIPs.

That means a postal rule should not be presented as the final shipment decision. Product type, battery status, dimensions and current military-mail restrictions still matter.

APO/FPO/DPO qualification workflow

  • Recognize the military ZIP region and AA/AE/AP designation.
  • Check whether the logistics service accepts the destination.
  • Check current USPS military-mail restrictions for the specific ZIP.
  • Confirm cargo and battery eligibility.
  • Validate label/address format and unit/box information.
  • Confirm final acceptance before booking.

Common errors to avoid

  • Do not add a foreign country name to an APO/FPO/DPO address.
  • Do not assume every 090–098 or 962–966 ZIP is interchangeable.
  • Do not treat USPS postal validity as proof of commercial-service acceptance.
  • Do not mark an undocumented service as Restricted; use Manual Review when evidence is missing.
  • Do not quote before checking content restrictions and service-specific handling.

A practical decision example

An address such as APO AE 09021 is recognizable as a military postal destination, but that alone does not establish commercial acceptance. The service still needs documented military-address support, and the contents must satisfy current USPS restrictions for the ZIP.

If the ZIP is valid but the logistics service does not publish a military-address capability, Manual Review is safer than either a guessed approval or a blanket rejection. That distinction is especially important for battery or restricted-content shipments.

Frequently asked questions

What do AA, AE and AP mean?

They are military postal state designations. USPS associates AA with ZIP3 340, AE with 090–098 and AP with 962–966.

Can any carrier service deliver to an APO/FPO/DPO address?

No. USPS military mail may support the ZIP, but a specific logistics service can still exclude military addresses.

Why can a military ZIP require Manual Review?

The ZIP can be valid while service-specific acceptance or cargo capability is not documented strongly enough for an automatic decision.

Where should current military-mail restrictions be checked?

Use USPS military-mail resources and the APO/FPO/DPO Restrictions Tool for the specific destination ZIP.
